What Is Motus? FMCSA's USDOT Registration System Explained (2026)

If you’ve tried to update your USDOT number or operating authority this year, you’ve landed on motus.dot.gov. Motus is now the front door for every FMCSA registration action. Here’s what it is, what changed, what didn’t, and how it fits alongside the day-to-day compliance work your fleet already does.

‍

What Is Motus?

Motus: USDOT Registration System is FMCSA’s online platform for registering and managing USDOT numbers and operating authority. It replaced FMCSA’s legacy registration systems, including the Unified Registration System (URS) flow and the registration functions of the FMCSA Portal.

What does Motus stand for? Nothing — it isn’t an acronym. FMCSA named it after the Latin word for “movement,” “motion,” or “progress.”

‍

When Did Motus Launch?

  • September 30, 2025: FMCSA stopped accepting paper registration transactions.
  • April 29, 2026: FMCSA published the Federal Register notice announcing Motus.
  • May 14, 2026: legacy registration systems were shut down, and Motus opened to all users in May 2026.

FMCSA says it will keep releasing additional features over time.

‍

What You Can Do in Motus

  • Apply for a new USDOT number
  • Apply for or manage operating authority (MC, MX, and FF numbers)
  • Complete your biennial update (MCS-150)
  • View and update your company’s registration information
  • Manage which people at your company can access your account
  • Search an entity’s registration record
  • View the FMCSA Register of daily decisions and notices

‍

How to Log In to Motus

  1. Go to motus.dot.gov
  2. Sign in with a Login.gov account (create one if you don’t have it)
  3. Complete identity verification
  4. If your company already has a USDOT number, connect to your existing record, then review, update, and certify your information
  5. If you’re new, start a new registration — the flow is similar to FMCSA’s old USDOT Wizard

What Changed — and What Didn’t

Plenty of carriers expected Motus to bring big rule changes. FMCSA was clear that the launch did not include:

  • Eliminating MC/FF numbers. Your MC number still exists and is still required for operating authority.
  • Changes to the BOC-3 filing process.
  • A new “safety registration.”

What did change is how you access registration: one verified login, one dashboard, and stronger identity checks. A major goal is fraud prevention — stopping “chameleon carriers” that shut down and re-register under a new identity to escape their safety history.

Transition relief: to reduce disruption, FMCSA temporarily suspended enforcement of biennial updates and the inactivation of USDOT numbers for entities that hadn’t yet completed the move. Check FMCSA’s registration page for the current status before relying on it.

‍

What Motus Doesn’t Do

Motus confirms who your company is and that it’s authorized to operate. It doesn’t manage the day-to-day side of compliance — the permits, registrations, and documents tied to each driver, vehicle, and trailer that have to stay current and reach the right driver.

A carrier can be perfectly registered in Motus and still get a violation at a roadside inspection over an expired permit sitting in a binder back at the terminal.

‍

How Digital Permit Book Fits In

Where Motus handles your federal registration, Digital Permit Book handles the documents underneath it every day:

  • Every driver, vehicle, trailer, and company document in one dashboard
  • Alerts 30, 15, and 7 days before anything expires
  • Updated documents pushed to every assigned driver in one click
  • One-Tap Inspection: drivers show every document on one screen, even offline
